Lewis Mills grew up in the St. Louis area, and graduated from Clayton High School in Clayton, Missouri. He received his undergraduate degree in geology from St. Lawrence University and his law degree from the University of Utah.
Mr. Mills first came to the office of the Public Counsel in 1988 as an Assistant Public Counsel. In 1990, he was promoted to Deputy Public Counsel and served in that capacity until 1998. From 1998 to 2005, Mr. Mills was the deputy chief administrative law judge at the Public Service Commission. In May 2005 he was appointed Public Counsel.
